NCIC Summons Governor Kahiga Over Raila Remarks

The NCIC summons Governor Kahiga following his controversial remarks about the late former Prime Minister Raila Odinga’s death. The Nyeri Governor is accused of making divisive and ethnically charged comments during a burial in Nyeri County.

NCIC Cites Violation of Hate Speech Laws

The National Cohesion and Integration Commission (NCIC) stated that Governor Mutahi Kahiga’s remarks appeared to contravene Sections 13 and 62 of the NCIC Act. These sections prohibit language that incites ethnic hatred, contempt, or discrimination.

NCIC Chairperson Samuel Kobia said the Commission took note of the statements made on October 21, 2025, and launched a preliminary investigation into the matter. As a result, the Commission directed the Governor to appear at Britam Towers, Upper Hill, Nairobi, to clarify his comments.

Commission Warns Against Divisive Rhetoric

In its statement, NCIC cautioned Kenyans—particularly political leaders—against using inflammatory rhetoric that could undermine national unity or incite hostility among communities. The Commission emphasized that peace and stability are essential, and warned it will take firm legal action against anyone found spreading hate speech, regardless of position or political affiliation.

“The NCIC has noted with grave concern the remarks attributed to Mutahi Kahiga,” the statement read. “We urge all leaders to promote cohesion, especially during sensitive national moments.”

Kahiga Apologizes and Resigns from CoG Role

Meanwhile, the summons came shortly after Kahiga resigned as the vice chairperson of the Council of Governors. In a recent press briefing, he apologized directly to Raila Odinga’s widow, Ida Odinga, and also to the entire nation. He was expressing deep regret and sorrow over the regrettable words and statements that he had recently made.

“I want to sincerely apologise to our mourning nation, the family of the late Prime Minister, the ODM fraternity, and the Luo Nation,” Kahiga said, adding that his remarks were taken out of context from a vernacular video circulating online.

The UDA governor clarified that his comments did not represent the views of the Mount Kenya region. He stated that his recent comments were merely personal statements which he had regrettably made in error.

NCIC to Proceed with Investigations

The Commission confirmed that investigations are ongoing and that they will require Governor Kahiga to record a formal statement.. NCIC reiterated that it remains committed to curbing hate speech and ensuring political accountability in Kenya’s public discourse.
